DHS Jammu Issues Show Cause Notice to MTS for Unauthorized Absence from Duty

The Directorate of Health Services Jammu has issued a show cause notice to Sh. Abhay Pandita, working as Multi-Tasking Staff (MTS), for unauthorized absence from duty and alleged misconduct.

According to the notice issued vide No. DHS-J/Es-5/6256-58 dated 14 July 2025, the District Tuberculosis Officer (DTO), Jammu, had earlier served a notice to the employee on 04 April 2025, directing him to immediately resume duties and maintain punctuality. However, the directions were reportedly not complied with.

The notice states that the employee joined duty on 02 May 2025 after remaining absent for 28 days, and thereafter again went on unauthorized absence. It further mentions that on 13 May 2025, the employee had sought permission to rejoin duty along with a written apology and assurance that such conduct would not be repeated.

Despite this, the employee has reportedly remained unauthorizedly absent since 28 May 2025, and the reasons furnished for absence were found to be untenable and unsupported by valid documents.

The notice also refers to Article 128 of CSR Volume-I, which provides that absence without sanctioned leave or overstaying after leave may result in loss of appointment.

Accordingly, the employee has been directed to show cause within three days as to why disciplinary action, including termination of service, should not be initiated against him for unauthorized absence and inappropriate conduct. The department has clarified that failure to submit a reply within the stipulated period will be treated as no defence, and further action shall be taken as per rules.
