The Government of Jammu and Kashmir has accorded sanction for the appointment by promotion of eight officers of the J&K Rural Development (Gazetted) Service to the Time Scale of the Jammu and Kashmir Administrative Service (JKAS).
The promotions have been made under the provisions of the Jammu and Kashmir Administrative Service Rules, 2008, to Level-11 (₹67,700–2,08,700) of the Pay Matrix. The appointments shall be notional from 01 January 2025 and shall take effect on a regular basis prospectively.

Consequent upon the promotion, it has been ordered that the officers shall continue at their present places of posting until further orders.
The appointments have been notified vide Government Order No. 17-JK(GAD) of 2026 dated 02 January 2026. The order further clarifies that the promotions are subject to the outcome of any writ petition(s) pending before competent courts of law.

The order has been issued by the Government of Jammu and Kashmir and takes immediate effect.
